Roof Repair vs. Replacement: How to Decide

Deciding between a roof repair and a full replacement involves considering what Florida building code permits, what your insurance policy may cover, and what makes long-term financial sense.

Understanding the Florida 25% Rule

The most critical factor in this decision is the 25% Rule. Under the Florida Building Code, no more than 25% of the total roof area or roof section may be repaired, replaced, or recovered within a 12-month period, unless the entire roof system or roof section is replaced or recovered to comply with current code.

However, recent legislative updates have introduced exceptions: if your existing roof was built, repaired, or replaced in compliance with the 2007 Florida Building Code or newer, you might only need to bring the repaired section up to current code, rather than replacing the whole roof.

When Repair Makes Sense

  • The damage is isolated and strictly cosmetic
  • Your roof is relatively new and meets 2007+ code standards
  • The proposed repair stays within the 25% limit

When Replacement Is Better

  • Damage is widespread or covers multiple sections
  • Your roof is near the end of its service life
  • Repair scope triggers a full replacement under code
  • A covered peril (like a hurricane) makes insurance viable

Insurance Considerations

If the damage was caused by a covered peril, such as a hurricane or a falling tree, insurance may help pay for repairs or replacement, subject to your policy terms, deductible, exclusions, and any law-and-ordinance coverage. Damage caused by age, wear and tear, or poor maintenance is typically not covered.

Code-Required Upgrades

During a full roof replacement, upgrades such as secondary water barriers, improved fastening, and roof-to-wall connection improvements may be required or recommended depending on the home, location, roof type, and applicable Florida Building Code provisions. These upgrades can improve wind resistance and help bring the roof system into compliance with current requirements.
